BSP reconciliation and ADM management: find the mismatch before the airline bills you for it
For an IATA agency, the BSP billing is where every ticket, refund and exchange finally settles — and where mistakes show up as money owed. Agency debit memos (ADMs) arrive weeks after the booking for fare, ticketing or booking-practice errors that nobody noticed at the time. This page explains where ADMs come from and how to make reconciliation a routine rather than a surprise.
01What goes wrong
ADMs and reconciliation gaps come from a small number of recurring causes.
Fare and tax differences
What was ticketed differs from what the airline expected under the fare rules.
Booking-practice violations
Duplicate or speculative bookings, churning, or segments left unticketed.
Commission over-claimed
Commission taken above what the airline agreed for that fare or market.
Refunds and exchanges processed incorrectly
A refund calculated wrongly, or an exchange that did not follow the fare rules.
See where it breaks — and how it is fixed
The problem. Totals are compared, lines are not. Differences stay hidden until the airline’s audit arrives as a debit memo, and the evidence is scattered.
The fix. Every BSP line is matched to the agency’s own record in travoBooks, risky bookings are flagged in TRI at booking time, and evidence is ready for disputes.

Fare and tax differences
Why it happensWhat was ticketed differs from what the airline expected, and nobody sees it on the day.
How the platform fixes itBookings that may carry ADM risk are flagged in TRI when they are made.
Booking-practice violations
Why it happensDuplicate or speculative bookings surface only in the airline’s audit.
How the platform fixes itRisk flags at booking time let the team correct the booking before ticketing.
Commission over-claimed
Why it happensTotals hide line-level commission differences.
How the platform fixes itEvery BSP line is matched to the agency’s sale record, so commission differences show up in the period.
Refunds and exchanges processed incorrectly
Why it happensRefund and exchange amounts are reconciled separately, if at all.
How the platform fixes itRefunds are tracked from the booking into the ledger and reconciled against BSP.
02Why it matters
For the business
- Margin lost weeks after the sale, when it cannot be recovered from the customer
- Short dispute windows missed because the booking is cold
- A pattern of ADMs can affect the agency’s standing with airlines
For operations
- BSP matched by hand in spreadsheets, if at all
- Totals checked instead of lines, so differences hide
- Disputes assembled from scattered records
03Why it happens
-
Two systems, two timelines
The agency’s own records are produced at the time of sale; the BSP billing is produced later from the airlines’ side. Matching them line by line is slow by hand, so most agencies check totals and only investigate when an ADM arrives.
-
Errors are invisible at the time
A fare ticketed with the wrong tax, a commission above the agreed level or an exchange outside the rules all look fine on the day. The airline’s audit finds them later.
-
Sub-agent activity rolls up to the consolidator
When sub-agents book on a consolidator’s accreditation, their errors become the consolidator’s ADMs.
-
Dispute windows are short
By the time an ADM arrives, the evidence needed to dispute it — the booking history, the fare quote, the exchange calculation — has to be found quickly.
The ADM lifecycle
ADMs are issued and processed under IATA Resolution 850m in BSP markets. Each airline publishes its own ADM policy, including its dispute window and fees.
- AuditThe airline audits tickets, refunds and exchanges after sale.
- ADM issuedThe airline raises the ADM through BSPlink (or ARC Memo Manager in the United States), with the reason.
- ReviewThe agency checks the ADM against the booking, the fare quote and the ticket.
- Accept or disputeThe agency accepts it, or disputes it with evidence within the airline’s dispute window.
- ResolutionThe airline upholds the ADM, or withdraws it — sometimes with an ACM to reverse an amount.
- BilledAn accepted ADM appears on the BSP billing and is settled with the remittance.
What BSP reconciliation matches
| BSP billing line | Matched against | Typical difference |
|---|---|---|
| Ticket sale | The agency’s sale record and invoice | Fare, tax or commission differs from the agency record |
| Refund | The refund submitted and the amount paid to the customer | Refund amount or commission recall differs |
| Exchange / reissue | The reissue calculation | Additional collection or residual value differs |
| ADM | The booking it relates to | Not yet reviewed, or disputed |
| ACM | The original ADM or overpayment | Credit not yet applied |
Reconciliation and risk flags reduce ADMs and make disputes faster. They cannot guarantee an agency will never receive one: airlines audit against their own rules.
04Our approach
Reconcile every period as a routine, and move the error check from the audit to the booking.
Line-level reconciliation
Every BSP transaction is matched to the agency’s sale, refund or exchange record, so differences are found in the period they occur.
Risk flagged early
Bookings that may carry ADM risk are flagged when they are made, not when the memo arrives.
Refunds and exchanges tracked
Refunds are processed and tracked from the booking, so the amounts in the ledger match what was submitted.
Evidence ready for disputes
Booking history and reconciliation records are to hand when an ADM needs to be challenged.
05How the Innovate Solution platform solves it
| Problem | Platform capability |
|---|---|
| BSP matched by hand | BSP reconciliation in travoBooks, included in every plan. |
| Errors found only when the ADM arrives | Bookings that may carry ADM risk are flagged in TRI. |
| Refunds outside the ledgers | Refund tracking and itemised refunds — see airline refund management. |
| Sub-agent errors become your ADMs | Per-sub-agent credit control and visibility — see sub-agent credit limits. |
How it runs, step by step
- Booking flaggedA booking that may carry ADM risk is flagged for review before ticketing.
- Period closesThe BSP billing for the period is loaded.
- Lines matchedEach billed transaction is matched to the agency’s own record; differences are listed.
- Differences actionedEach difference is explained, corrected or prepared as a dispute.
06What changes
| Before | With the platform |
|---|---|
| Totals checked, lines not | Every line reconciled each period |
| Errors discovered when the ADM arrives | Risk flagged at booking time |
| Dispute evidence assembled from scratch | Booking history and reconciliation to hand |
| Refunds reconciled separately | Refunds tracked from the booking into the ledger |

Questions to ask any vendor
- Is BSP reconciled line by line, or by totals?
- Can the system flag a booking that may attract an ADM before ticketing?
- How are refunds and exchanges tied to the ledger?
- What evidence can be produced for an ADM dispute, and how fast?
Frequently asked questions
What is an ADM in travel?
An agency debit memo: a charge an airline raises against a travel agency, through the settlement plan, for an error or rule violation on a ticket, refund or booking.
How can a travel agency reduce ADMs?
By catching fare, commission and booking-practice errors before or at ticketing, reconciling the BSP billing every period, and processing refunds and exchanges in a tracked way.
What does BSP reconciliation involve each billing period?
Matching every transaction in the BSP billing against the agency’s own sales, refund and exchange records, listing the differences, and explaining, correcting or disputing each one within the period.
Do consolidators receive ADMs for sub-agent mistakes?
Yes. When sub-agents book on the consolidator’s accreditation, errors on those bookings are billed to the consolidator, which is why per-sub-agent visibility matters.
